    My character got cooking and alchemy beginner 9, then they can't get any exp to level up more, it a error or I miss something to level up them?

    just create new character man and let him be your crafter. if you worry your designs, it easy now npc sells them.

    You are talking about Aion but this is Black Desert section.
    You are not getting exp at all? You should get like 1% or 2%
