    Hi In The Skill Nightmarish shirek have 11-18 in fear but really have 5 seconds
    Nightmare scream have 12-19 fear but really have 7

    Because 11-18 / 12-19 secs of fear on mobs I guess. Not on players. Different case on players.

    On players it's cut in half how sad would it be to be feared for 11 secs and be able to do anything
    Same goes for sleeps they are half duration for pvp
