Being as I seem to be one of the few to even know the town's location, and apparently the ONLY player to want to go there at all... could I get a Marketplace NPC spawned there? Lol

Whaaaat? How? Lol. The database says there should be a marketplace NPC there, but none are spawned. All of the rest of the NPCs are there. (Though I can't find the boy to do his questline.)

Is it the quest that a boy stole a camel ? There's also a questline in there to go to fogans and valencia castle tower there's even a quest from black spirit there.

That's him. May have just missed him, but I scoped out the entire area.

I went through the database twice and I can't seem to find the NPC you're talking about. Do you happen to know the exact name of the NPC?

I actually don't. I meant the BDOdatabase(.com) lol not the server file's database. I had googled and found where someone else was looking for the marketplace NPC in Azehara, and they'd gotten a few Yes answers and a general location.

That's what I meant when I said 'went through the database'. I couldn't find that NPC.

If such NPC doesn't exist there is no reason to spawn random Marketplace NPC in Arehaza town. But, you can always purchase a residence in Valencia City and place [Transaction Maid] Fairy Chiara, you will be able to access the marketplace in Arehaza.
