Chan and language

would it be possible to create different channels for each language? Today we end up with a global illegible channel because some communities do not want to make the effort to speak in a language that everyone understands: English.
I tested several private servers on which this system is set up. When we log in for the first time the server asks us which channel we want to join. For example, 1 for German, 2 for Italian, etc...
Once these channels are in place, a rule should be established stating that the global channel is an international channel and that the only language allowed on this channel is English.
