Not getting quest completion when killing Hekarus​

Bug Description:

Quest Name: Wanted: Hekaru
Step that is bugged: Defeat the Hekarus of the Great Ocean.
What is bugged with that step: After killing Hekaru in the ocean, quest does not complete.

Additional information: Neither myself, or my 3 guild mates who have the quest got the completion when we killed multiple Hekaru in the habitat north of Lema Island. We went further out, from there, and attacked, and killed others, and did not receive quest credit for those either.​

How to reproduce/proof:

Steps to Reproduce:
1. Have a decent ship. I used the Frigate.
2. Obtain Quest: Wanted: Hekaru from Velia Wharf Master.
3. Have 3 friends with the quest, and board the vessel.
4. Sail out to the spawn location of the Hekaru.
5. Kill Hekaru, young and full sized.
6. Note that quest does not complete​
