    You buy the Archon Commander Divine (asmo) things in Convent of Marchutan in Pandaemonium.

    Or the Guardian Commander Divine (elyos) Cloister of Kaisinel in Sanctum. And talk to Eldsul (Asmodian) or Tororite (Elyos)(dont have the ss)

    You use CM,PE and AP to upgrade the set. :3 That is the only thing you could do for now. Upgrading since they're restricted/bugged.

    there are no Shepherd's in Kaisinel Academy, since it can only be bought in Asmo side (Marchutan Priory). The Shepherd's in the asmo side is the Custodian's in the elyos side.
