Special Elite Ambassador's vs Proctor's gear?

    New player here! So after examining the few peoples gear that has it public, it seems more people use Proctors' gear over Special Elite Ambassador's gear. Maybe I am missing something but it appears to me that SEA gear gives better stats than the Proctor's gear? Any info on this would be greatly appreciated <3

    edit: Also what is the best pvp gear you can acquire in game without using the webshop or trading players?

    personally i believe sea to be better over all, but highest acquirable is arbiter or SEA in game.
