Client Issue Voting System

HI,
I have 2 Problems
First,
I have a problem with the voting system don't know but for some reason when i vote i don't get the points
Am i doing some thing wrong Thank you
Second,
I created an elyos account now i deleted all my chars to become asmoda
but now my account is blocked can't see the old char neither create a new one it doesnt allow me to start

If you deleted your characters and noone left, restart your client and you will be able to create asmodian character.
