Casting speed hard cap

CAN I QQ HERE?? SM's CC is ****ed w/ fear carts moving like crazy!! now put it to 70%. -__- ill quit magic type.

I'm only curious about cap speed. For bugs use Offical Report Thread.

 

Lol, remove BoQ from asmo sorcs & add BoS for them as well.
SMs are good as they are now, non factors :3

 

calm down abit u wouldnt solved anything while hot-headed~

as far as i know, SM's cant pass 0.6 cast speed [without chanter buff ofc]~ which is actually what 60% cap would exactly do.. so if its 70% it means sm would be lowered 0.1 to 0.7 cast speed .. which wouldn't be much of a practical difference & about the fear getting away frm the caster~ thats how how Fear should works in the first place.. Tips: fear shriek & blade of earth I afterward

& isn't it instant is 0% cast speed is it not? as in would negated any cast speed in whatsoever ..but again, i might be wrong
