Both programs has its strong and weak points.

Photoshop has a lot of features and it feels kind of overwhelming to a newbie. But once you get the hang of it, you realize it's a very powerful tool in the right hands. It has great Color Manipulation and Editing features since Photoshop was first intended to be an image editing program. You can also create great image effects with all the filters and layer blend modes. The brush customization is very good too, but unfortunately, lacks blending features now widely popular among digital painters. Also, photoshop doesn't have a color wheel palette, shocking for an expensive painting program.

Paint Tool Sai as its name suggests is solely for painting. I came to love this little tool the moment I used it. Painting in it just feels as good as painting traditionally. Your brush strokes blend, colors blend, strokes feel natural, has a very high pressure sensitivity compared to photoshop, has a color wheel smack in the interface and, you can rotate your painting interactively. This is a painter's tool. Not an image editor. It doesn't have fancy filters, blending modes and color manipulation features. But it still manages to be a very powerful little painting program. I always paint in Sai now and polish things later in photoshop.

Put simply, if you're into making sigs, then Photoshop is for you. But if you're into painting, Paint Tool Sai is all you need for a lesser price.

i used to have Photoshop and i liked it alote
however i refuse to pay hundred's of dollar's for some editing program when there is similar one's for free
if you know how to work around the program you can make your sig's look exactly like they would be in photoshop
if you do decide to use gimp which has alote of Photoshop add-on's like brush's
i can send you some helpful link's,tutorial's :)

    :) test test test then..

I agree with Chloe though, if sigs is what you are up to, Photoshop is for you...
