I think there people who really wants to help others and they feel they need to do it. Others may just want the power and be a dickheads as they can...

They may feel sometimes that they are inadecuate to perform the job any longer and they resign, so they are not using a space that could be used by someone else... but they enjoyed the job and when they can, they wish to return... is not complicated to figure it out i think.
