While I am not at all happy that the video is lacking show-distance the evidence is still sufficient for a ban in this particular case.

Jollyrancher and Miyn are both Templars, both are in ABG, both possess runspeed scrolls and no chanter buffs.

Examining Miyn's buff bar shows no speed buffs in effect beyond the scroll yet the speed gain is significant, far beyond a 5% advantage from any title in the game. Xalgoth is also present in the video with full ABG and maintaining equal distance to Jollyrancher which leads me to believe he is wearing a speedscroll as well yet being outstripped by far by Miyn reducing the chances of it simply being lag from the reporting player although lag is extremely unlikely to cause such significant gains without major screen stutters/rubberbanding regardless.

While we do not tend to uphold bans with evidence lacking show-distance, nor do we have any intentions of making a habit of it, I am sufficiently comfortable with this evidence to uphold the ban. Any appeals regarding this ban will be denied and further threads on the subject will be met with immediate infractions - cheaters aren't welcome here =p
