    Go in reshanta and on the second floor left side there is a room full of npc's selling scrolls for every discipline

    Yea, it is. It's in the room downstairs and across from the pvp armor/weapons stuff. There are several chicks all lined up. Just click on the one you want (alchemy), click the top button and scroll through for it. There are 2 versions of the recipe, both do the same thing except one uses new mats from Inggison.
