    If you are elyos go into the PALACE at rashanta and turn left first place on the left with a bunch of NPCs one for EACH Craft

    Same with ASMO just upstairs same general AREA!

    Those NPCs have the green patterns, too. They pretty much have every general recipe (a couple missing ones), but they definitely have the green scrolls. Just make sure you scroll through every page.

    I don't think looking around for the NPC was the issue, I think he just couldn't find the design patterns he was looking for on first go around.
