aion doesnt need the latest version, it needs 9.0c, also sometimes it gets corrupted (happened to me like 2 weeks ago) so you might need to reinstall it

extract it, install it, restart your pc

it can also happen with a corrupt bin32 folder (or incompatible one). you can repair your client and then experiment with the different downgrade folders to see which one works for you (some of them can cause this error as well)

if you mean directx you can extract it anywhere, its irrelevant, you can delete the extracted files after you are done installing it. mine is win 7 64bit as well btw
