    I was told anything that has two levels of conditioning, ie. from the Divine Merchants, is unavailable. Can anyone confirm that only items with 1 level of conditioning are obtainable without toll?

    Yes they are.

    DCC / Sublime etc just anything with L1 Conditioning.

    The level 1 conditionable lvl 60 items can't be bought. Just tried to buy an Orai's Bandana and it's a no go.

    So much for that. -.-
