    Usually dogs bark, I assume you are familiar with the sounds they emit since you seems to like those animals.
    Now, it would seems that you spend more time with them, that reading or understanding the subtleties of language, since I used "talk" inside quotation marks, which can mean a different meaning of a word, or a sentence; meaning the context is not literal. I can understand though, is not your fault, we should blame poor education systems, lousy parents, or simply defective genetic material.

    In any case, to not go outside the topic, its obvious that one can't understand the barks of a dog, and dogs by extension can't understand the spoken words of us humans, they do understand that a sound is associated to a behavior; now, when I typed "talk", it was to point that they respond to my words, how exactly no one can know because I didn't type how. And second, under the context of "talk" it does not implies understanding or communication, simply a crossing of sounds that can resemble a conversation, or a "talk". Which my dog do, if I spoke words to it, it barks me back in a low tone resembling what an imaginative person can compare to words, hence a "talk".
