    I think he means the bonus buff given to the losing controlling faction over the abyss fortresses on the influence ratio. The dominating faction usually will have reduction in taxes and npc prices while the dominated faction will get a bonus pvp def/atk buff (if the influence exceeds 75%? one way).

    if a faction goes over 70% on influence, the opposing faction gets a 10% pvp damage buff. it's game mechanics.
