    You buy the guestpetals from special vendors that spawn at a lvl 3-5 village in oriel/pernon , currently on gamez the quests that lead to lvling villages are not implemented, so you'll have to be patient and wait for them to fix it :).

    The quests that levels the villages up are NOT implemented yet, you will have to wait them to be fixed and after that the special npcs will be spawned. Currently, Innocent ari's sets are rare.
