They are just titles daddy long legs gives

+2% Atk Speed, +2% Casting Time Boost, +4% Speed

and the other title gives

+3% Speed, +2% Atk Speed, +2% Casting Time Boost​

Edit: About your question if you can trade Title Cards without VIP, you need VIP to trade titles as far as I know.
