Conclusion on what's happening.

maybe few of you guys notice this and some didn't so maybe i could tell you these .
Those account who got banned by the "System" due to "Multi-voting" and them telling they didn't multi-vote
its because they voted in their cafes (not literally their own , but the cafe they usually go) and cafe usually share IP address right?
so maybe someone already voted and then the other one voted in another pc , then maybe the system thought they were Exploiting or
something like that.

and tbh I'm afraid to vote atm.

It may be accidental, but we wouldn't know. Your idea does seem possible in a way. But, even if they really didn't multi vote, who the heck will unban them? The AM's? No. This is something an Admin has to answer. /waits4Alente

Nope cause i try it and the system will automatically said "Your already voted" or "You ip has already been voted" something like that and it means someone already voted and you cant vote already.

"Unless" a person wants to bypass the 12 hours voting rules or something.

What if , they both vote together in same time or the other one will within a few mins/sec after the other one voted.
like the "system" can directly input "Your ip has already been voted" blah blah ~

 

the system's changed to. 1 player to vote every 12 hours.
therefore, we are forced to donate.

 

its super impossible that they will vote at the same time. even for 1 sec if someone already voted with the same ip the system itself will record it and it will automatically goes to other pc with the same ip.

 

Yup. The voting system isn't that easy to trick. =)

If an IP votes, it won't let that same IP vote for another 12 hours, regardless of what account you're using.

 

Of course only 1 player per 1 ip can vote every 12 hours. No one really forced anyone to donate though

 

What's the cause of multi-voting?

But what if they used proxy to vote cause someone else voted in cafe? It's not against the rules is it?

Basically what the GMs here are saying
The voting system will know if you've voted and shouldn't allow any more votes through that same IP within 12 hours

Unless of course, you decide to change the IP address or 'play with it' and vote for another acc, then you'll be banned for multi-voting c:

Probably yes for external IP addresses, but computers each have their individual ip address ​

 

Because maybe many people are trying or used to exploit the voting system. But now Admins or system itself caught them. And there is also a notice on the Vote system "Exploiting the vote reward system in any way will cause your account to be banned !"

 

so this is for the 4.0 preparations.
