    The Balic Design Merchant is at K6 (check guille's pic post), and yep the food design is there. You can see the NPC beside the Idian Depth's teleporter.

    well i can't use the NPC that you are talking about ATM.. i dont know if it changes. coz most of the time when i am online its asmodian.

    and the NPC i was initially talking about was the one Ari Spawned outside the camp. where the Ely general goods merchant is standing ATM..

    Yes it seems the camp has been asmo owned for some time on lumiel, and on the side there's only the elyos general goods vendor spawned, not the balic vendor one.

    Oh must be bugged now, i bought some recipes last day and i observed that the camp is owned by elyos (flag sign). And still i managed to buy using my asmodian char.
    Well, you can ask Ari tho. Ari is a good girl, she can spawn the NPC anytime and she's hot irl.
