I can't teleport

All but one of my characters can't teleport. It lets me teleport to Verteron, Poeta, and the Sanctum, but no where else. It has been a few days, and I would really like to keep playing my characters.

 

finish dispatch to altar or w/e it spell and commander call after the dispatch quest

 

Finish your Dispatch to Verteron quests, then talk to the 'town leaders' in Verteron (accept his call, unlocks campaign quests), and then do the same in Eltnen. All teleport destinations should be unlocked then.
