I presume it's the black legion horse you're talking about ^^
It appears in a level 8 legion shop, and you can buy it for 365 legion coins.

That's most probably a legion horse you've seen, which you can buy with some Legion Coins from the Legion Steward located in Sanctum/Pandaemonium.

You can get those Legion Coins by doing legion tasks, but also by farming them. Just create some assassins, level them up & use all of them to open boxes in The Hexway (You can get here by entering Silentera Canyon in Gelkmaros/Inggison). That's how I got mine.

 

Oh, well I guess I can't get it with my newly formed legion, haha.
