you can find them in
Sanctum square/pandemonium plaza

 

Tempering Solutions will also drop from select instance bosses as follows: Commander Bakarma (Draupnir Cave), Brigade General Anuhart (Dark Poeta), Stormwing (BT Hard Mode / can't confirm), Brigade General Vasharti (Rentus Base), Tahabata's Treasure Chest (Tiamat Stronghold and custom spawns), Chief of Staff Moriata (Sauro Supply Base), Chief Medic Tagnu (Danuar Sanctuary), Vera (Ophidan Bridge), Enraged Queen Modor (Danuar Reliquary), Hyperion (Infinity Shard), Test Weapon Dynatoum (Illuminary Obelisk), Weakened and Enraged Kysis Duke (Kysis Barracks), Weakened and Enraged Miren Prince (Miren Barracks), Weakened and Enraged Krotan Lord (Krotan Barracks), Kromede the Corrupt and Vile Judge Kromede (Fire Temple), Calindi Flamelord (Dark Poeta), Tahabata Pyrelord (Dark Poeta), Unstable Triroan (Theobomos Lab), Lord Lannok (Adma Stronghold), Isbariya the Resolute (BT Hard Mode / can't confirm), as well as all 3 final Sauro Supply Base bosses. The harder the boss the bigger the drop rate.
