IS instance in Idian Depth working but....

all players need to be in the entrance in idian depths to enter

but this gives 200AP, 200 BMs 20 CM, 5 Credits and 2 Tempering solutions aswell?

The Farm Alliance in Sanctum/Pandaemonium do. As far as I know, the actual instance in Idian Depths, does not. Hyperion does drop 1 Tempering Solution though, so you guys can roll for that. But in order to get all the things you listed, you need to enter the battleground in Sanctum/Pandaemonium.

 

well as Carl said that "Ambassadors / Custodians can be looted in NPC's" so what kind of NPC is this or where is this NPC located?

Maybe just a NPC vendor, because it doesnt say anything just "now available from NPC"

 

Ambassador/Custodian/Emissary/Shepherd items can now be bought from an NPC located in Katalam using ceramium medals and AP. Let me clarify that it does not drop from any NPC/Mob.
