Do my account can still get vip membership if i already have the premium one?

Yes, you can still get a VIP status. You can trade non-tradeable items when you were a premium. ie: Arbiters, etc.

 

Of course. However, even if your account is Premium, the VIP account status will still only last 30 days, and the VIP stats (drop rate, exp multiplier, etc) do not add or supplement each other in any way. It is simply a temporary upgrade of your account status. Only noticeable change is the ability to trade all items, but I don't think that works at the moment due to there not being a Gamez-dedicated item.pak.

If I were you, I would refrain from purchasing the VIP status until Gamez releases an official 4.7.0.5 item.pak.
