It's funny how people like you or someone else I won't name have tried so hard to flirt with me in the past but when you see I don't respond to your obnoxious (and hilarious I might add) flirting attempts you actually start insulting me

The percentage question makes very little sense in any way, since the answer will depend alot on things like, level of modesty in personality and self image. Some people think they are capable of a lot more than they actually are, while some have the tendency to undermine their capabilities. Meaning, two ppl who both say they know a certain language 80 %, will not automatically know the language equally well.

Also good to point out that a 'proficient' speaker is more often than not in better control of the language than a 'native' one. Need I give examples?
