Skill window will not open

I just installed the game, and I can't get my skill window to open. There's no sound effect, I tried both the key and the menu. Other windows open without issue. I've tried repairing my file, reinstalling, and I've also installed the itempack and used the .givemissingskills command (might've typed that wrong, in game I know I did it right).

Any help would be wonderful, this pretty much makes the game unplayable for me because I can't assign skills.

 

Please go into your aion folder and open the file version.ini

Can you post a screenshot of the file in your text editor with the name visible?
That is typically iirc how a incomplete download looks according to that information, considering the AION Client is on GlobalVersion=88 (actually it is higher, that is the last patch number I downloaded).
