    Maybe your Browser Blocks it.. maybe your browser contain virus you need to Reset.. it help solves .. IP Already Vote.. and if you cant vote :) Just try this it is effective :))
    Try to Run anti-virus first if have like PC Pro Cleaner :) or if not go to the direct point
    Clear History Data, Cookie's and Cache's data Clear it all
    Restart pc and try to vote maybe it will say already voted but wait for fully restored vote then try it
