They do on a new char. You get a custo set, weapons, and accessories according your class. You'll be able to purify that into better gear.

New chars are insta level 65. You'll then receive a letter in your mailbox which will start the Archdaeva quests. This guide by @Haziel will help you with it. If you finish those two quests, you'll get a pair of wings and a title at the end. You'll be pretty much good to go.
