you can use http://aiondatabase.net/ to know which skill you will get when you upgrade anything to +20.

you will get one of the 3 Breaktrough skills:
Power: Punishment II
Power: Flurry I
Power: Quickening I

 

Well, All Breakthrough Skills are Useful Here:

 

this list doesn't show which skill you get from a specific armor or weapon, aion database is better in this case.

These are my OP Skill you talking about
Protection: Lag Attack I ~ IV - For every attack there is a 2% chance that your attacker's attack and casting speeds will be reduced.
Protection: Stasis Shield I ~ IV - For every attack there is a 1% chance that your attacker will be temporarily paralyzed.
Protection: Shock Resist I ~ V - Every time you are attacked there is a 3% chance that your resistance to shock states will be temporarily increased.
Blessing: Successful Attack I ~ V - For every attack there is a 2% chance of improving the accuracy of the next attack skill for a limited time.
Grace: PvP Defensive I ~ II - PVP Defense is increased
