    I've attempted that already and I spent around 1,000pcs. of tempering solution, and nothing happened. (cry)(cry)(cry)

    Because during 4.8, Blue Plume +15 was only acquirable through trading and donating and only those who had it during that time are most likely the ones with +10 Gold Plumes now.

    You can get +10 gold plumes by tempering but not +15 blue plume

    You can enchance plume to +14 (blue one ) :) and it's possible to make it +15

    It's less than 1%

    Closer to .5% if anything... There was a video on it and unless Gamez changed the values on it, it's the same.

    It was estimated to be .3% to .5%
