    Yes, tested it on both races. Earlier I bought 1 weapon and 1 armor part. I think that there is an interval before you can purchase another weapon or armor.

    I didn't ask if you had a weapon or armor. I'm telling you that you can purchase a Noble Coliseum Champion's weapon, also there might be a limit, I attempted to buy another weapon after purchasing one, but I couldn't even though I had the right amount of Crucible Insignia and Courage Insignia.

    I believe that you already purchased one before but you couldn't remember, there is a limit when you purchase NCC weapons. If you want to get a NCC weapon, just create another character and buy one.
