    GMs used to sell it for kinah quite some time ago , also gave it in events.
    You can't get it now unless you buy it from a player.

    There is no way you can craft it in game sadly, but you can get it through winning the event :D
    The last 32 player tourny hosted by me and zoda, the grand prize is Necsium Helm
