Missing the messenger quest bug

Bug Description:

Can't accept (can open but accept doesn't do anything):

NPC's missing for quest:
- http://bddatabase.net/us/quest/3120/1/ - Missing the messenger. that npc doesn't exist. Tried everything
- http://bddatabase.net/us/quest/2001/192/ - NPC that is supposed to be walking around doesnt exist​

I can't accept this quest.
This quest is only available at night. But still not orking for me

i alrdy reported it, nothing. There are tons of other quests that are stuck like this. U simply cannot accept them
