    Worker's Lodgin Expansion Coupon​
    Bug Description:
    These coupons simply don't add any worker lodging.​
    How to reproduce/proof:
    Just by a coupon to a city with no worker and you will not see the max worker upgrade.​

    The issue might be fixed for new expansion coupons, but all the coupons I had used before are wasted and I am maxed at 3 per city, so I cannot buy anymore... please help
