That item don't drop if you set green drop filter to like 1 5 so you only get +5 or higher, normally the drop filter ignore other items like scrolls who can not be enhanced. so this item should still dropp, I always have to switch the drop filter to get the loot.​

How to reproduce/proof:

Try to find some bandits and enable drop filter ".drop filter 1 5" always used by me.​

 

But you still get Boss scrolls like ancient scroll for the pila fe scroll.

This item dropp still if you have drop filter 1 5 or similar active.
But the seals from the bandits not, thats why pls add them to the list.
