T9 skill learning rate?

So I've been breeding horses for a while and noticed how it's very different from retail here. Especially T8's where they derp and never learn any skills at all (I tried getting only 3 skills to a max of 13 skills at lv 30) and probably went through 30 T8s so far.
Seems to me like costume and branding doesn't affect skill rates at all, and not to mention all kinds of skills seem to have the same rng chance of being learnt (thus switching forechop with coupons in hopes of learning forechop again doesn't apply here like in retail).

Anyway, the my main question: does this apply to T9 as well? Will I be potentially getting a 3 skill T9 or does coupon switch work for the skill Courser's spirit? Thanks for any info!

Thanks, I've seen that article but it seems like skill swapping Courser's spirit doesn't work anymore as ALL skills now seem to have an equally (low) chance of being learnt.
I'm wondering if anyone who has tried it can confirm my suspicion? It would really suck to finally awaken a T9 and have it raised as a potato with autism...

 

I did the skill swapping for 5 coursers and 1 tier 9, with 4 tier 9's having 24 skills by 30 in my guild(although I think everyone made it forget caution since nobody wants that pos skill on their main ride), make sure to use the non-silver embroidered training clothes as they give a bonus chance to learning skills that the silver embroidered don't.
