    iirc, you need to be at least level 57 to accept the task, or something like that. could be the case that you're on a lower level alt?

    You also have to end Calpheon's History. Do the Calpheon quest line until you finish "The Qualities of a God".
    Then Black Spirit will give it to you.

    Yeah basically doing the MAIN-Quest-line in this game will open up more things for your Characters to do, so while the Main-Streamers tell you not to bother with anything else in this game (Black Desert Online) they are just lying about how it actually works, since most of the game happens outside the sphere of PvP'ing.
