Season Character: Joy of Growing Stronger Complete Fughar's Memorandum - Chapter 2 - Not triggering

I am level 56 and working on Chapter 8 of the [Special Growth] quests, but in my Season Pass / Black Spirit Pass it wont complete the Chapter 2 Special Growth pass. I am completely stumped, I believe I have done everything, it is not listing any other quests I needed to do for that reward. Additionally the Chapter 2 quest shows complete in my log. How to I get the Season pass to progress so I can get the rewards? Is this a Bug? Is there a workaround?

Also Pen Naru, to Pri Tuvala gear conversion doesnt work, no error, just magic effect showing it sdoing it and then when it is done nothing converted. Likely part of the same bug me thinks.
