Skill Level/Levelup

Hello, I am new at AION and want ask about skill levels and levelups:

1) Whats the max level of skills?
2) How can I levelup skill without leveling up my character?
(Like when i reach max lvl and buy skill, so, it will be lvl 1, and how can i lvl it up further?)

1- Different skills reach different lvl as max

2- On this server u auto-learn skills but they will lvl up only if u lvl ur toon as well :wink:
