Lowered Enchanting Rate on 2.0?

in 1.9 i can enchant any item to +15 with ease but now in 2.0, it's so hard even to get +10.

i saw a post by zer0patches about "Enchantment Stone Success Rate" but i think is is in 1.9.

how is the success rate computed now in 2.0?

 

base chance 50%
fail if stone lvl < equip lvl
+5% to success chance for each stone lvl higher than (equip lvl + lvl cap) where lvl cap is 5 for rare(green) items, 10 for heroic(blue) and 15 for unique and epic items(yellow and orange).
lesser supplements add +10% to chance, average ones 15% and greater ones 20%.
success chance cannot be higher than 95%.

 

in 1.9 i upgraded an ABG item to +15 only using L55-L65. now im using L70 still getting lots of fail.

this is with supplements of course.

 

lvl stone 70 on abg with lesser supplements is still 60% chance which is low.

 

so the enchantment rate is going to be like this? it will not be change like in 1.9?
