It doesn't I test with rangers and I tested with my own max I can shoot up to was 30meter with sniper stance on and same goes for the others, but I believe it was either buggy landscape that lets you shoot further.

you're right the limit is 30m when 2 people are on the same level but i've clipped wings before and got hit by people 100 meters above me, its just how the server works as it is not perfect, khyzme isnt abusing a bug heck if i could shoot a person, i'd try my best to squeeze that shout out, and all he did was well shoot..

edit: actually 31 with normal attack.. but yes I remember when belus was ground pvp and some illusionists managed to get ontop of some far cliff and i was killed by a ranger really high up, and vise versa.. not saying you guys abuse bugs though.. its just recalling a past event

its not really bug abuse, look at it the same way you would look at someone getting blinded or silenced even though the dispell pots dont work, the emulator permits these things sadly..
