    If you hover your mouse over the icon in the item shop it states that it is "Untradable, Unstorable, etc." meaning that's how it should be for now.

    No, the NPC's are there for you to use the tickets. Even on retail they are an item you have to purchase with cash. Everyone would be changing their looks if they were sold through an NPC.
