    Its true it would be unfair to those who play in cafes, although most of the time those cafe players know eachother and others usually do wut another would does...hack, but thats not always 100% accurate, best solution i think there is(if its possible).

    Its to Delete the characters on the account, after the player is approved of hacking then the admin should take the character's name and delete it among with all other chars in that account(if possible). And if not just jail them for 999,999,999,999,999,999,999,999,999,999 hours.
