That's a Sorc not Sm.And it's possible with buffs a good gear and awakening scroll.

 

Isn't Vaizel's wisdom the one that decreases casting speed percent? Also wind cut down has a cast time of 1.5 seconds, down by whatever the percent Vaizel's is, I'm sure that it could go off 1 second after flame spray. On top of that, casting speed tome and awakening scrolls would do the trick.

 

Vaiziel's Wisdom decreases the casting time of your spells (+casting speed gloves + casting speed scrolls + casting speed weapon) ~

The normal & the timing of the spells are both normal ~
