stigma skill question

So I have done some searching on the stigma topic and from what I gathered its not implemented on Siel? anyway I was wondering if this is why I am able to use all my stigma skills without any stigma shard inserted or is that a bug? and does it make a difference if i put a shard in there or not, cause i have some lower lvl shards inserted but just havnt taken them out beacause there is no need.

Stigma system, isn't implemented in siel . only in Lumiel .
