    You can get better spells at the arcane university.

    But I do warn you, about 70% of the quests in game are bugged/nerfed.

    try to go heiron,talk to perento,get the campaign quest,look for the "The Power of Elim" quest,and do it....it gives a title of Arbulo's annointed which grant you 3percent speed.....
