    Here's how I do mine like in my avatar. Originally a 380 frames. Now at around 60frames.

    Open video in VD. Then Video> Frame Rate>

    Source adjustment:
    Change Frame Rate to fps (probably around 2fps)

    Frame rate conversion:
    Process every third frame.

    Then Export as Animated GIF.

    Open the saved file in Adobe Photoshop (Im using 5). Crop and resize image and change speed :D.

    Save for web and devices as GIF. :F
